SERIOUS ORGANISED CRIME AND POLICE ACT 2005
- is an Act aimed primarily at creating of new organization to fight major crime - Serious Organised Crime Agency. It was introduced into the House of Commons on 24 November 2004 and was passed by Parliament and given Royal Assent in April 2005. The Act introduced changes to the powers of arrest utilised by both the police and public. The term arrestable offence ceased to have effect as, bar a few preserved exemptions, one power of arrest now applies to all offences. Where the threshold of an arrestable offence was previously used to enable specific powers of search or powers to delay certain entitlements, these powers are preserved, but the threshold is changed to that of an indictable offence.

- Establishment of Serious Organised Crime Agency: So, The Serious Organised Crime and Police Act 2005 brings about a radical shake-up of the organisations and powers to fight major crime - most notably by creating the Serious Organised Crime Agency (SOCA). This new organisation brings together the National Crime Squad, the National Criminal Intelligence Service, and parts of the customs and immigration authorities; it will have approximately 5,000 civilian staff with powers to arrest and carry out their own investigations. The Act also overhauls the powers of the police officers contained in the Police and Criminal Evidence Act 1984 - in particular by introducing new 'supergrass' provisions dealing with the use of informant evidence.
